Haha good question! So the city is divided into about 20 neighborhoods/bureaus, and there’s a police captain who oversees each bureau. We divided our report into sections by bureau so each captain could focus on the insights for their bureau. That way, it wasn’t necessary for each police captain to read the report cover to cover - they could just focus on high-level overall takeaways and insights for their bureau. I also know my thesis advisor read it cover to cover a few times lol
