The weighted straps are for the bottom of the cover usually. Connect one side, throw the weight under the RV to the other side and connect.

I just bought 1 from Empire Covers, they have them for 60% off right now. $260 with a lifetime warranty. I had a cheap 1 that lasted 3 years, the wind ripped it all to hell.
Three years is all you can expect is from these covers
The strap with the weight is to throw underneath to the other side. Unbuckle and use on the next strap.

How hard was it to take off, roll up, and store? Is it worth it?
It does take some time. I would just stuff it back into the storage bag. I would normally just leave it on for the winter, and leave the RV uncovered in the summer because we would be using it more frequently

I only own the RV for one year, so it did hold up good for the year
There should be covers for rain spouts.
Weight to throw straps to other side of unit.
Yeah those spouts cause problems with the cover
