I feel like if you dig it would help in the long run but messing with the terrain will scare off the deer temporarily.
Use about 100 gallon cattle water tank and dig it in. That old sand box wouldn't hold water that long.

I asked the dnr years ago about doing this and they advised against it because the water would become stagnant and make the deer sick
In arizona water is absolute key during August September hunts. Ranchers and well as other organizations such as Rocky Mt Elk Foundation and Mule Deer foundation build waterholes in the desert and up in the mountains for deer, elk, and cattle. Primary source of water is rain but in droughts they haul water to them. That water can sit for however long and it never affects the health of the animals.
I've actually heard several people claim deer seem to rather drink out of stagnant water than a nice clear stream.
Unless you tend that and clean it and put fresh water in it every week, you're just creating a stagnant puddle for mosquitos to breed in until it dries out.
Son, that little fragile crap won't last a year after cows, hogs and deer step in it and crack the bottom causing it to leak..shallow water and shallow thinking.
