    How is HDB helping retirees who are affected by SERS in old estates who have no income and are facing medical problems? Should SERS be deferred in estates where more than 5% of the population living in the estate affected are more than 65 years of age? What is two or three decades in long-term urban planning scenarios affecting a small area in Singapore?
