I think when coaches say elbow up, they are not explaining what they are trying to fix in your swing and that is the immediate bat drop that causes drag (slow bat). Now once a player figures out how to not drag changing to elbow down would be much faster. I don't think coaches explain (well) what they are trying to do for you. Players need to know how to adjust as well.
