Most quests are random and will continue on forever. The mainquest and a few other quests are one time only.

In theorie the quests are randome and determen at the moment you get them but basicly its always one of the same 10 or so quest they can give you at a guildhall, so you could join the Fightersguild, Mages guild, a Temple, a knighthood, the dark brotherhood, and the thieves guild and you could complete all of they "randome" quests once that is closest you can do to "100%" and i already did this a few times, i guess it would take at least 20 hours but it would be doable as a speedrun in the end
