I saw something similar to your mom's 'Dutch window thing-y' elsewhere, done in a window size to add privacy to an open screen, while still allowing air movement.

Saturday is my favorite day now. Why it’s Danie day. You need to try DIY paint it’s clay based been around some time. No VOCs safe and it’s highly pigmented so a little bit goes a long way. You’d love it’s creator too. NAILED IT!
