Toto Drake toilet bowl won't fill completely? Here's an easy fix...

  • I've installed several Toto Drake toilets over the years and they've always performed well, UNTIL RECENTLY when the toilet bowl on a recent install wouldn't fill completely.
    I spent A LOT of time trying to figure out what was wrong. I've checked that the floor was level, I tried adjusting the fill valve and got it set up exactly the same as another Toto Drake toilet in our house (which didn't have these problems). I could not diagnose or figure out why this bowl wasn't filling! I wasn't sure if it was a defect with either the tank or bowl.
    I searched and found various solutions in forums and other CZcams videos, but none of these suggestions helped me.
    I finally shot a video (similar to the one you see above) and sent it to Toto Customer Service. About a week later, I got an email response telling me the problem: the black fill tube (coming off the fill valve) was supposed to go into the larger white flush valve tube and NOT into the tank.
    As soon as I made this simple adjustment, it fixed the problem.

    Thanks because you saved me a bunch of trouble. I'd ordered this toilet for my new house. Then saw complaints on low bowl fill. Really want this toilet but not a problem also. This certainly fixes the problem so now I don't have to go through the trouble of changing my build sheet. Awesome and I'm very grateful.

    OMG!!! I had a plumbing service and a side contractor come over to ask for help with this issue, and neither of them had a solution. You just saved me!!! The low water level has been bothering me for years!!! Thank you!

    I replaced my fill valve and did the same thing - hose was diverting water outside that tube. Thanks for the super easy fix!

    Awesome video. Had the same problem with my Koehler toilet. Upon inspecting the water hose it was not in the tube just like your toilet. After replacing the hose into the tube, the water level filled into the toilet bowl nice and full. Thank you so much!

    I just installed 2 Totos; an Aquia IV and a Drake. Both tanks arrived from the factory set up incorrectly with the tube filling outside of the overflow pipe. I thought that they weren't set up properly but checked other vids to verify (self-doubt!). Interesting that they came from the factory like that.

    Thank you!! We replaced the flapper and all of a sudden the water level was too low. We hooked up the tube backwards. Fixed it as soon as we saw your video.

    Just had to replace the flush kit on my old (early 1960s) Universal Rundle and was having the same problem for the same reason. You've saved me a bunch of time, head-scratching, and F-bombs.

    I had all three toilets in my house replaced. Two of them were setup with the fill hose correctly (in the tube) and one was outside the tube. Spot on advice. Just remember, the tank will take longer to fill up now!

    Awesome advice! In my case the clip had let go and the hose was not in the proper location. Now that it is, it works again! Water level back to normal and now I can adjust it to be higher or lower

    This fixed my issue immediately!!! Thank you. Other sites had me adjusting the left side and all kinds of stuff. I moved the hose like you did and suddenly I had the right water line again. Yahoo!!!!

    A friend sent me a pic of her Toto toilet bowl water level identical to yours! I watched your video and then went to fix hers.
    The hose clip had slipped off of the vertical plastic tube and was spraying water just into the tank. The fix took about 5 seconds!

    Thanks for this video! We bought three new Toto toilets to replace out 3 30-year-old ones and have really loved them. Then we had to have some work done on out underground sprinklers that involved turning the water off at the meter. One of our toilets then wouldn't fill up all the way. So I found your video and when I looked inside, the tube had come off of where it clips on. It's kind of stiff and a little too short, so I think when a blast of air came through, it blew it off of the fill tube. I clipped it back on and it's working fine now, although the clip is very loose and I'll have to remember this if it happens again. Thanks again!

    So easy! That tube must have popped out and was not in the plastic tube but in the tank. Put it back into the tube....TA DA!!!! Thank you for saving me a lot of money.

    My husband said a toilet bowl isn't supposed to have water in it he knows nothing just pure laziness i fixed this because my entire hose fell out and all he had to do was put the hose back inside and he refused, thank you for helping me

    This worked! Mine came from factory with the line filling water outside the tub and directly in the tank. I moved the clip just like you and the water level is much better.
    Tank: 1.6 gpf ST776SA#1 with a stamp of 10/5/21.

    There is another possible solution to this problem. The newer fill valves have2 adjustments, one of which is a valve that’s built into the water line. Turning it will either increase or decrease the rate the water is flowing into the fill tube. Increasing the rate will result in a higher water level in the bowl.

      @@BO_Riddle unfortunately, no. To fix that, you'll have to go through the arduous task of cleaning your toilet every once in a while.

    Wife said it was broken. I watched this video and it was exactly the issue. Told wife i had to take toilet apart and put back together to find several wear and tear issues but that it will work like new again lol the tube wasnt shooting in the little tube Hahaha thanks!

    Thank you! We installed a Kohler (1323429 model) and although I love the toilet, the parts are all plastic, even the part where you normally use a screwdriver to adjust the level. It would not adjust any more than it was, and I knew it was somehow possible because we bought the exact same model last year and was able to adjust it. It ends up there was a kink in the little hose line that filled the bowl. I had a little clamp that I put on it to fix the kink and now it fills with more water. Also, seems like holding the flush handle a second or two longer lowers the tank water level and takes longer to fill, thus allowing more water to flow through the hose to the bowl. It may be that we might have to replace that hose or cut it to shorten it if it continues to cause issues after this.

      I’m having the same issue, just started happening out of the blue, not filling enough in the bowl, water level in tank is good and hose is attached properly, I hold the flusher longer and then it fills properly. Going to check the fill valve.

    Same problem here .. toilet came with tube in wrong spot and couldn’t figure out why it wasn’t filling the bowl to correct level. Just fixed it and it’s the level it should be . Thanks !

      @@sethwilliams43 Are you sure the water must fill up to the upper level? I just installed 6 new Drake elongate toilets and they all only fill up to the lower level and work fine for complete flushes. In fact the flushes are so powerful I joked that these toilets are similar to the flushes in airplane toilets. LOL! I suggest anyone concerned about the water level should check with TOTO before modifying what may already be a correct operational configuration.

      @@dragonesquire yep, I'm sure. The flush will still work fine if it doesn't fill all the way, but the bowl coverage won't be where it's supposed to be.

    Are you holding the handle down for the entire flush? Or press and release? My tank water level is fine but bowl won’t fill. And it seems the flapper drops way too fast so I have to hold the handle until the bowl empties. Ive adjusted chain already.

      I just bought a Toto Drake II and noticed that press and release flushes just fine but only about half the water in the tank is used. I actually chatted with TOTO today and was told this is normal operation. Mine is a supposed to be 1.28 gallons per flush, and when I press and release the handle it uses 1.28 gallons (per flush). The capacity of the tank is about 3 gallons and it's not supposed to use the entire tank on a single flush. If it's flushing fine with press and reslease then it's working as designed.
