You can use neo card almost everywhere without any difficulty it is acceptable almost everywhere just for safety purpose you can carry 1000 AED as we did.
Sure you can carry luggage in public transport. They have separate space for luggage as we see in AC buses in India where you can keep your bags in luggage section.
