It seems a bit weird but then again someone old enough to drive a car on the roads can hardly be considered a child. I think perhaps this father overreacted to a relationship he disapproved of. I would have said no to it but not gone so much out of the way to prevent it.

If her mum and dad do come out they will drag her to her house. When Katy Harris was with Martin they should run away from Tommy and Angela and then Martin and Katy Harris will have a good time together in Martins flat

Katy is a minor and thus under her parent's control. Unless there was any abuse there is nothing the police can/would do.
