Honestly I don't know how people could call this queerbaiting. They were doing the absolute most they could while still being able to get the show made with no censors or anything
its not queerbaiting because they never like did like back pedalling, like "no, I am not gay," even when victor said they were engaged, yuri didn't correct him. this show is really show, don't tell.
Censorship doesn't stop you from saying "yes those are engagement rings" in an AMA or Twitter thread years later when even the prequel is quasi cancelled for unrelated reasons. It doesn't make you post about how gay couples should keep it to the queer district and don't visibly exist outside of it. There were internal issues at play, with some people in the team fighting tooth an nail to push the limits of censorship and some wanting to pander to those who don't think a same sex couple should exist. It's a big conversation worth having. I just wish there was more nuance and cultural exchange included.

@@wtfdddd I mean this is an interesting one to be fair. It is impossible not to see Viktor is extremely sexually confident and alluring. He uses it to his advantage when he skates. So to assume Viktor hasn't slept with a man or many men/women who clearly covet him, get on with him and are also very sexually alluring is not a far stretch.
However I do think at his heart Viktor is a romantic. I think he was particularly so after meeting Yuuri. For such a long time he neglected himself in favour of being the legend and meeting expectations. But as he said in EP. 10, Yuuri's L's (His love and his life) had changed his perspective. Not to say that he isnt still sexually the same as he was before it just that love took precedence over lust.
Once he saw that sensuality wouldn't bring Yuuri closer to him he made a shift. He became a guardian angel, a quiet protector and fierce supporter. He put his faith in Yuuri. Yuuri's sexuality is a much more delicate, demure and ephemeral sexuality and Viktor as he fell in love with him, fell parallel to him.
In my headcannon I think Viktor would have even been nervous the first time he and Yuuri had sex because this was more than friendship and pleasure, he wanted Yuuri beside him for a long time. Its not a feeling I think he's used to feeling.
So I don't think its that people are assuming all Viktor cares about is sex its just that his sensuality was very vivid in the earlier episodes.
