I see it taking place after Rudolph’s Shiny New Year even which is the most logical in universe explanation of why Frosty sees a new set of kids. The first Frosty happens while Rudolph and Hermey are in the Island of Misfit Toys. Christmas in July takes place the following July
Looking back on Frosty’s Winter Wonderland, I noticed that there were various continuity changes compared to its 1969 predecessor, which is why I don’t see it as a direct sequel, even though it was made by the same company. But even then, I can see it taking place after the events of the song rather than the special.
