We have been tracking H5n1 for over a decade. We have deaths related to it going back 10 years. Multiple agencies have been publishing warnings about this going back 3 years into 2021. Pharmaceutical companies and the government have been jointly creating a vaccine for H5n1 as of a year ago specifically because H5n1 was identified as a pandemic risk. The US and most other developed countries have vaccine stockpiles for multiple different diseases, and they've started developing new ones in anticipation of a known disease we've been monitoring for 10+ years becoming more transmissable among humans.
This isn't a fucking conspiracy. This is how literally any developed country with a functioning disease assessment unit works. You identify risks, you implement proactive procedures to mitigate those risks.
