Actually there are many artists who prefer to use tan-brown or gray or even black paper for color pencils. Also cheap white pencils without much pigmentation/dye are good for blending and sealing other colors.
I came here to comment that but yeah you've summed it up perfectly! White polychromers are essential in every artists tool kit. (However he did say he was terrified of artists so...)
Its actually way harder to use cheap white pencils, its best to use more expensive ones/softer leads as they won't scratch off the already pigmented paper.

well, it can lighten already drawn colors slightly, and give a slightly different shade of white to be seperated from the rest of the paper. I actually use it a lot.

@@shanabrown9360 well for one the word Dutch comes from Dietz the family name of the person that canonized the standards of my language, it has only superficial relation to the word Deutsch , the german word for german and does therefore not mean (the) people, specifically because the people arn't called the dutch except by anglons. our language is dutch, we are niederlanders, or low-landers if you wanted to use a english term, or if you like latin more; Belgics (meaning low landers in latin) not to mention that like germany we don't really have a unitary etnical identity but rather state/province ones; hollanders, frissians, gelre, brabant, zealand etc making the term dutch or even 'nederlanders' more a state-term then a cultural one, needed to "ensure stability with pluriformity" to "battle greater powers then ourselfs"

White coloured pencils are used for shading usually, and they make for less dirty looking drawings.
Here art teacher in middle school used to teach how "white pencil/color should not be used to shading.
She said how people should rather use less color to create whiter areas.
