Hello! Person from the Monroe county here! I actually remember this as I went down to a national park during the time of its cleaning. I actually thought my area had a shelter in place as well. After a quick talk with a family member that also lives in the area. We did not. Presumably because I don't live in the lake area.
If your wondering why this alert was issued, there was a suspect that killed a PA state trooper and heavily injured another one. he was spotted in Monroe County. They wanted all people in Barret & Price Township's to shelter in place as the suspect was dangerous. They were even on the FBI's most wanted list.
It could be a hazardous materials release, for instance. When a chemicals plant which was less than one mile away from my home caught on fire, civil authorities advised to remain indoors with all windows and doors closed, as the air could carry toxic particles (although the wind blew in the opposite direction, moving the air away from my area). In addition, they stated a mandatory evacuation of all schools near the plant. Therefore, if my country had an EAS-like system, a shelter-in-place warning would have been issued.

Instead, residents were told to remain indoors and leave their windows and doors closed, in order to avoid potentially toxic particles inhalation. That's why I believe a SPW (or maybe a Local Area Emergency would have been sent out), in addition to the situation not being serious enough to require evacuations (excepting the nearby schools, whose students were required to be picked up by their parents), or to issue a CDW alert.

EAS Buddy That happened to me in Montana. 5 whole counties were in danger for 3 hours. There were 4 alerts issued that day. A blue alert, a shelter In Place Warning, a Law Enforcement warning, and A Civil Emergency Message. So what happened was that there was a man wielding a HOE who killed 3 police officers. Than he was discovered in an attic by a resident and shot him to death after he heard screams in his attic.
here i will do it for you it means to take cover if its a gas leak from a nearby refinery they will tell you to shelter in place and seal you doors and windows with tape or anything useful like a wet towel or if a shooting happens then schools will stay indoors while the police force secures the school if your at home they want you to take cover in a windowless room with no way to go outside or any intentions to go outside if you do go out side i would recommend to carry a respirator just in case and some level 5 body armor
Sorry for the late message here. The alert was issued because a man approached a State Police barrack and shot at 2 of the officers there, killing one of them and injuring the other. He then went on the loose, which was where they then issued a manhunt for the guy, which is also where this warning came from.
