What? You live in a building surrounded by a wall topped with barbed wire? Are you really sure you want people around the world to see that part of your video? It's only going to raise more than a few eyebrows..and definitely not in a positive way for how people view China. While I'm sure this may seem like a very very trivial detail to you...for others however this actually raises a HUGE red flag since in many countries walls and wire are ONLY seen in poor areas with an incredibly high crime rate. I'm just trying to point out it's these little little subtleties that can dramatically shape people's opinions just as much as the fake news headlines you talk about. Same situation occurs when people walk around the streets of China and in the background many of the 1st and 2nd floor windows have metal bars covering them or boxy A/C units retrofitted everywhere. Xinjiang is really beautiful and special. it's one of my favorite place to visit in China where I and friends visited few times before the Pandemic. Suggest you visit this place when you have the chance. You won't regret.

Make sure you do a lot of water proving during the remodeling. The top floor outside will leak water to the ceiling in a few years if strong water containment and water channeling is not done.

That's a good size penthouse mate! Get it designed properly to create a lot of space & light. Use a computer graphic designer to get everything snap bang to your taste before the actual work should save a lot of trouble and costs.
