I messaged vortex directly asking about the Velcro strap and this is what they said.
“It’s included to string through the loop on the back of the case so you can attach it to yourself for carrying where you’d prefer, over wearing the case on something like your belt for example. It’s just to give you more carrying options to attach to yourself”

Looking for information about the case. Is it just a regular belt loop? Or is it MOLLE compatible?

It’s geared more towards a belt loop. I’m not saying that it couldn’t be used with a molle system, but the loop is fairly large.
