Meaning they don't have any other dates in 2023 for the fall semester I can apply in apart from January 1
Yes, they only have November 1, and January 1 deadline. No other ones.
Is the scholarship given to all admitted international students and does it covers everything tuition, room, board?
The scholarship is given to 'eligible admitted' students. The scholarship covers everything the student need while on campus.

Yes, it's fully funded till graduation if you maintain 3.0/4 GPA per year till graduation.
Early Action/Early decision I deadline - Nov. 1
Early decision II/Regular decision deadline is Jan. 1
Your documents should be sent through your school counselor or principal through the common app recommenders portal or by mailing the documents to the University.

@@ghaniarouabhi933 Not really much, just the difference in deadline. Note that early decision is binding and once a university offer you admission, you'll have to withdraw your application from other colleges

There is no accurate the acceptance rate, especially when you restrict it to medical students. But the general acceptance rate is around 29%.

Which documents?
If it's your recommendation letter, transcript and school profile. Only your recommender (can be a counselor or high school teacher) can access that - and he/she will help you to upload them through the common app recommenders portal.
You can upload other documents through the University of Miami application portal.
