On today's date, I was patrolling in Forrest City on North Washington Street. While patrolling, I was monitoring the radio traffic
of the Forrest City Police Department. I heard the Forrest City Police Department give out a call about a physical altercation.
They stated that a dark-colored passenger car was stopped near Sanyo Road, and the two occupants were fighting. Being
nearby, I started towards the area. Upon my arrival at the scene, I observed a black Buick LeSabre parked partially in the
outside traffic lane. Forrest City Police Officer Mario Brown was approaching the vehicle. As Officer Brown made contact with
the driver, I saw the driver and passenger sweating and breathing heavily. When Officer Brown asked the driver to keep his
hand visible and step out of the vehicle, the suspect pressed the accelerator and began to flee.
As the fleeing vehicle turned onto Sanyo Road, Officer Brown and I entered our vehicle. I became primary unit in the pursuit as
we turned onto Sanyo Road. As I caught up to the fleeing vehicle on Sanyo Road, they made a right onto Commerce Drive.
Once I had the vehicle in sight, I advised State Police Dispatch I was in pursuit. The fleeing vehicle then made a right onto
Eldridge Road, heading towards the State Highway 1 Bypass. The suspect then turned south on the Bypass and reached
speeds of 100 plus miles per hour. As we crossed the Interstate 40 overpass,
I positioned myself to use a TVI. I closed the
distance between the fleeing vehicle and myself, the suspect suddenly slowed as I was attempting a legal intervention causing
my patrol unit to strike the rear left bumper of the suspect's vehicle. The suspect then pulled onto the west shoulder. I exited my
patrol unit and began to perform a felony takedown. The driver complied with commands and was taken into custody. I advised
the driver of his Miranda Rights and gathered his information. The suspect told me his name was William Franklin. I placed that information into ACIC, and it confirmed Mr. Franklin's identity. While questioning Mr.
Franklin, I asked what happened to the passenger in the vehicle. He stated she jumped out of the car. Officer Brown confirmed
this as he saw her standing in the ditch near Commerce Drive while he caught up to the pursuit. The passenger has not been
identified. After questioning, Officer Brown transported Mr. Franklin to the St. Francis County Detention Center. Mr. Franklin
was cited with the charges listed below.

I know they are considered an "old man's car" but my cousin has a 1987 Buick Grand National GNX stock. It is rare and he refuses to sell it. With good reason. I really like ASP and their cadence. I would have checked the trunk on that one. Many Buicks have fold down rear seats. However, perhaps the officers already knew that no one was going to pop out and start popping. I've only been pulled over a couple of times in the last 30 years but I always rolled down my window then shut off the engine then put both hands on the door. I don't reach for license and registration until told to do so and I tell the cop where I'm reaching (my pocket and the glove box) before doing it. I think its also important to move slowly. What gets folks in trouble is when they get nervous and jumpy then start saying "I didn't do nothin...". The cop will tell you why you've been pulled over soon enough and you'll have a chance to speak.
