When I think of Top 3 I view Roger and Whitebeard as the greatest pirates in all time of one piece. While it might be true that rocks was strong enough to battle against roger and garp I'd argue that Roger and Whitebeard got even stronger afterwards and reached their peak years later, but before the one piece was found. Also Roger and WB were said to have had the biggest bounties as pirates. And while Rocks was a pirate who didn't play around and was an active threat to the WG, Roger and WB were like the nicest people in comparison. Even after finding One Piece they didn'T start a war. Roger and Rocks could have killed all celestials dragon of god valley. Whitebeard never made a moe to become pirate king or attack the WG either until his son was captured. And yet they have the highest bounties, so in that regard Id say that the bounties represent their strength mainly.
But yeah we don't really know until we learn about Rocks.

All the Gorosei are admiral-Yonko level with 1-2 of them being at PK level just by the fact that they have battle scars and that they are hundreds of years old. Saturn dispatching a YK1 level figher like Sanji with ease also helps.

I would put shiki above BM, in the kuma flashback he was shown front and center with kaido, bm and whitebeard meaning he's on the same level as them, and he also fought garp and sengoku two on one with the battle lasting 6 hours implying it wasn't a curb stomp, as roger's greatest rival I'd say he's slightly below garp roger xebec and on par with kaido/shanks

I know Shanks is that guy, but all the Fraudhawk jokes aside Mihawk's title is probably legit. That being said, here's what I think. Gaps between characters are not that big.
1. Rocks: according to Road to Laugh Tale, Rocks was Roger's strongest adversary
2. Whitebeard: title of world's strongest man, an extremely busted devil fruit, and Roger's equal. He can be switched with Roger
3: Roger
4: Kaido
5: Luffy
6: Big Mom
7-8: Mihawk/Shanks: people will probably have Shanks above Big Mom, but I think Big Mom > Mihawk >= Shanks. Shanks has some of the best haki feats in the series but Big Mom has top notch durability, endurance, hax, strength, and advanced haki. Overall she has better stats than Mihawk or Shanks imo, but they're probably better battle IQ wise
9: Shiki: I know Shiki was stated to be Roger's equal but he doesn't really have many feats or stuff beyond that.
10: Aokiji: Aokiji has shown advanced haki during Marineford and it seems like he's awakened his DF. I think he's stronger than Teach but loses to him due to a bad matchup
11: Blackbeard
12: Rayleigh
13: Oden
The rest below these guys aren't really top tier. The strongest one after Oden would probably be Benn Beckman or Yamato if considered a pirate, maybe Boa due to hax. Ranking the commanders:
