On the dedicated mortiser, if you are having workpieces slip, you can attach some low grit sandpaper (via contact cement) on either side and that'll help grip it.

Do the end mill bit work in a router or are tbey just for a drill press?

Yes! Many uses in a cnc which is essentially a router. Just check the speed recommended!
