What's funny is that earlier in the book you read how one of Bill's past victims wished Bill to be force to get therapy, knowing it is something he would hate.
When Bill sang “We’ll meet again”, this is because he thought he could only be stopped by the Zodiac, meaning he’s sealed away. What happened is similar to Fire Emblem Awakening, as instead Billy dies, which is why his last moments are so desperate. When he got sealed last time (implied by the existence of the Zodiac), he was sure he would come back. But now he messed up. He overestimated his “immortality” as ideas can die in being forgotten, meaning Bill’s weakness was technically obvious as foreshadowed in the episode explaining Bill and Ford’s past, but to do so would mean sacrifice. But the show cleverly got Stan back without Bill, because he called upon the power of Axolotl to potentially bail, but if he stayed, Mabel using her scrapbook to recover Stan’s memory would have brought him back. Instead nothing went to how he wanted because he never understood or even considered what could defeat ego, logic, and even the need for survival, emotions and empathy. That is why he lost, and that is why he will be stuck at therapy for Eternity. Unless a genius writer gives a good reason for him to come back and Disney actually gets smart enough to hire that person to work with the original creators. So yeah Bill’s gone because 2023 is proof Disney is not smart.
So you've probably seen the newest Oregon Parks dept vid too right? Any Suggestions on what Bill wants from Soos? I mean killing him just like that wouldn't make sense.....even for Bill....What if he wants to Make them suffer in another Way? And what would that way be? Erasing everyone's voices, Life and creators from existence. I feel like he's gone too crazy so maybe he wants to see ALL the Timelines with the Pines and the others suffer? Every day we get more questions than Answers. Like who let him out of the prison?

I do think that at some point, Bill's would be able to posses someone through another object thus maybe letting some part of himself out, but he'll probably need to keep quite about it and make sure to never interact with the pines family at least until he fully regained his form (not the physical one) It will take some time though and definetly not in dipper and mabel's generation
Another possibility is one mabel or dipper from another universe end up releasing him on accident, perhaps maybe even the anti mabel will do that. For sure though after he comes back he has to never ever die again as the Axolotl will probably not give him another chance afterwards.
