It is an ETC device. ETC is an abbreviation for "Electronic Toll Collection System" and is a system that uses wireless communication technology to automatically pay tolls on toll roads. This makes it possible to pass through toll gates without having to stop to collect a ticket or pay a toll.

In Vietnam we just stick a little stamp on the windshield or headlamp. The stamp has a chip inside for ETC, just go through and everything is automatic.
