0:35 Jeez have a look at Slater's finesse at barrel riding, so many subtle movements! How did that not get a 10??
The only reason I can think of is that the wave was messy. If you look at Owen's waves, his were of a similar length but less stalling and cleaner exits etc.
Either way, Kelly's wave was a 9.93 so it's not like he was far off! I think the standards were just so high for the event.
I was thinking that same thing about Kelly's 9.90 and then I saw Owen's 1st 10 and seemingly casual crossing the foam ball . It was the 10 no question. You could see he was surprised himself he didn't get rolled up like the morning paper :)

Tim I know right? I thought the excellent scores were for when they might not come out. A 9.25 in shitty surf and for turns? Come on now WSL judges let’s have some consistency
