The Parliamentary Counsel's Office(PCO) of New Zealand is a centralized drafting unit that drafts bills that are proposed before the Beehive but is it possible that politicians or persons outside of the PCO draft bills for presentation to Parliament? How does the PCO ensures that all enacted bills comply with the house style and standards when there are proposed amendments adopted after the Committee of the whole stage?
