How to Govern the World in Eu4

  • Today we embark on theory crafting an Eu4 Campaign where stack governing capacity. We will restrict ourselves to ironman compatibility, achievement support and no custom nations. Furthermore, I will be excluding the +20 gov cap you get per every click of the expand administration button, since that turns it into a reform progress stacking run instead. Certainly interesting, but also not what I was going for.

    Small addition; Ava shares the same missions. Therefore, it could be argued it is a way easier start since you're stronger, but you will have a truce for 5 years with Tangu if you break Tributary

      Really? I looked through the game code and it said that the mission was for Tangu. So Ava has Tangu missions if that's the case :)

      @@LemonCake101 yeah for some reason it's called Taungu missions,but are actually "Burmese" missions, used by Prome, Ava and Taungu.
      However, Taungu is the most well known because of the achievement and the historic Taungu empire

    IIRC the mission that gives russia western tech also gives them the flag for cossacks like the teutons if they go for polish prussia. Also there is a mission reward for 15% increased gov cap as angevine england (which you dont need to form but it also has 15% instead of 10% gov cap).

      Ah damn, you are correct, just checked. That gives you Cossacks for a base +100 more, and Angevine England is an endtag hence you can't form Russia afterwards (and Russia can't form it back, so you end up losing some there.

      @@LemonCake101 You dont actually have to form the angevine empire-nothing in the mission tree stops you from keeping going after the first mission that gives you the new mission tree, all you get from forming AE is the idea set and 20 dev, the same goes for GBR, so you can absolutly abuse their trees, for example for 0% autonomy half states.

      The gov cap comes from 1 mission that gives you 3% gov cap per rank of admin advisor

    Also you can form Poland and get the little kings uprising event for 100 gov cap and the imperial mission for Poland wich grants gov cap

      There are end tag issues with Poland, I was initially routing from Lithuania for example hence ran into issues pretty quickly with things being endtags, but there could be options in Poland, thanks for bringing it up!

      @@mrmonokel2335 I know, I meant in terms of routing the other formables. I mean since the Russia route isn't actually a thing (due to the final age bonus being changed) the optimal paths is actually Lithuania -> Prussia -> LPC now I believe

      Thanks for the support! The diplo rep is on the list actually, I dunno if its clear from the videos but before I even started making them I stacked modifiers personally for fun, and dip rep is one of those I had from a while back. There have been quite a few updates since my last route, so it will need to be updated, but it is definitely on the list!

    What about missionary strength? I once converted a Catholic province to Orthodox in 4 months by having religious ideas, an edict that increases conversion of heretics, inquisitor advisor, 100 patriarch authority, a basilica built in this province and many small modifiers, but maybe it can be made even better?

    Btw geographically Bengal+West Burma (The area you mentioned at 6:10) geographically is about the same size as the North+South German regions

    the hre tier 1 gov reform is +25% which should give you more governing capacity than 500

    Hi, if I am correct, you forgot modifier from prussian mission for +10 GC, however it is nearly impossible to fit it with HRE stuff

      yes - I did, I am looking at it in my script right now, I had it in, but I forgot to include it in the video! Yes it does make the routing harder, but it is possible. Add another 340ish gov cap after the end.

    You can play as Ottos to have %100 governing cost reduction instead. %50 from town hall %20 from state house %20 from pasha and %10 from inf. ideas.

    eu4 is type of a game which gets crazy fun if any modifier maxed? no matter how compatively weak a modifier is
    i once had like 250 chance of a new heir. I get one literally next mounth after dismissing previous

    A quick question - when you flip to Russian culture, don't you loose the bonuses from the Spanish monument? Or you just flip back?
    Also - Indian estates can give up to +500 GC, isn't there any way to combine this with your combo?

      The spanish monument requires the Spanish culture to be accepted, not primary. As for the Indian Estates, not really, they have a trigger condition tied to religion, and if you flip away from said religions you lose the Indian estates, I checked. Great questions though!

    If you form the US or be a former colonial nation, you can also build the white house which adds a -25% state governing cost. Combined with max courthouse -50%, the standard statehouse -20%(-40% on glass, gems& paper) + infrastructure ideas -10%. You're at -5%-25% governing cost, or the max cap limit of 1%. If I recall there is a total of about 20k dev in the entire world. So just with the standard 2k or so governing capacity limit, you can state the entire world. I think you can also do a similar thing with the ottoman interactions.

    Have you watched the video by "the student" on how to get insanely powerful custom national ideas on Ironman mode? Basically start ast the the ottomans, then increase dimmi influence to the max and minimize their loyalty to the point of becoming disloyal. Reduce your tolerance of heathen and wait for a certain disaster to fire (it takes 5 years). Then just before the disaster progress is at 100%, save the game on a different folder and let the event fire. Once the even fires, you can play as the ottomans or the rebels. Choose the rebels and see their NI. save scum until you get the desired NI.

      governing cost is a sperate modifier, which can be stacked to 100% reduction to be honest, and hence I stuck with pure governing capacity for this video

    Naturally the next video should be province governing cost reduction modifier. Not to be confused with state governing cost reduction. I once stacked so much state governing cost reduction modifiers that making full states took up less governing capacity than leaving them as territories.

    You still didn't ad up Expand Administration. I know it's hard to calculate, but let's assume you switch to republic early, keep low autonomy and don't spend anything on reform, just expand administration after gaining innowatiness and infrastracture ideas

      I mean I clarified that I didn't, because if you do allow it the actual 'meta' is to stay at 1 province republic, use a dodgy mechanic to enable crownland bs (to get 100% crownland for another 100% reform progress) get some more reform progress buffs and in my calculation you come out well ahead of the gov cap stacking here. It becomes a reform progress stacking video basically, that one mechanic alone makes everything else here mildly obsolete.

    If you trigger the dhimni estate disaster and choose to play as the nation it is possible to get +40% governing capacity in your ideas.

      A 'The Student' Enjoyed? yes, you can do that, but since that involves real time file manipulation, I personally rank that in the realm of exploit and hence refrained from using it in this run.

      Yeah, it is. In my defense the wiki is outdated (the place I start these routes) and its my fault for not double checking it inside the game. This means the Lithuania path into LPC is the best option in practice.

      So the governing cost of a specific province/state can be reduced by statehouses, but that is an entirely different can of worms (if you include centralizing states its possible to full state WC using 0 gov cap if you get enough reductions) but that is not the focus of the video, the focus was on stacking governing capacity.

      Taking mandate has a requirement (either Eastern or Pagan), so, no Zoro cant take it directly. You can flip Zoro after taking the mandate tho.

    Well Zulu gives you +10% in national ideas, but you basically quickest get to start as an OPM vassal of Mutapa in 1452 it is less because no mixxions though.
    Huh I thought going zoroastrian would kick you out of the mandate of Heaven because you can be only eastern or pagan religious group.
    Hmm could also form rajputana to switch to Hindu tech groups for extra estates to give priviliges too.

      Zulu does have +10% in national ideas, but so does the HRE, and Zulu is an endtag, which means you can't form other tags with it and tags like Russia (endtags themselves) can't form the Zulu. As for the Zoroastrian, you do need to be Eastern or Pagan to TAKE it, but you don't need Eastern or Pagan to keep it. As for finally the Rajputana, didn't know it changed your tech group and crucially itself isn't an endtag, so that's another +100 gov cap from estates, well spotted!

      5 indian ones, Enuchs and Janissaries if you first become celestial emperor in indian tech group and then turn muslim and form Persia - it switches out your governament but let's you keep Emperor of China and then Rum.

      @@viorp5267 Persia is an endtag, as is Rum, so you can't do that I am afraid. Welcome to my world, a lot of fun things are stopped by being endtags. (ottos and Rum are both endtags hence no way to get Janissaries and form literally anything)
