Yes! The ultimate bad movie! The Garbage Pail Kids collectable cards was indeed a parody of The Cabbage Patch Kids toy line. The cards were very successful with kids. I'm sure that you can find many videos on the subject.
Fun Fact: Mackenzie Astin (brother of Sean Astin) auditioned and signed onto the movie without telling his father, legendary actor John Astin. When he was informed and given the script by his son, John thought the script was so bad he looked into getting Mackenzie out of the film. Thankfully, MacKenzie has had a very successful career and is still acting to this very day.
Special Cameo Appearance Fact: In the basement of the antique shop where the Garbage Pail Kids hideout, there's a large painting by the stairs. In the painting is the Design Supervisor, John Carl Buechler, and to his right is a small green creature. That creature is the eponymous character from Ghoulies (1984), for which Buechler designed the characters a few years prior to The Garbage Pail Kids Movie (1987).
Location Location Fact: Filmed in a Van Nuys warehouse off of/behind north of Sepulveda Blvd. During the hot summer months requiring air conditioned facilities for both (front of warehouse) production office, costume, dressing rooms, with the stage area located behind. The exterior backside/rear of the warehouse building was adapted with a street shop façade tied with the interior shop (set on stage). Anthony Newley's dressing room trailer was located opposite the warehouse back-street façade. The shop interior, and basement sets were permanent, while the motorcycle gangs' bar, fashion show were swing sets, clearing space for the other film sets constructed for the film. Other locations were within a ten mile radius of the home base warehouse stage.
In real life, the actress who played TANGERINE was only 15 years old during the making of the film. So her being touched by the actor playing JUICE was more creepy.

That's was punishing. My parents bought a pack of those cards once and thought they were hilarious. They put the sticker if the boy scout one on the inside cover of my scout manual. I hated it so much.
