Thank you for the clear explanation. Not only is audience targeting important for getting your ads in front of people that make sense, it is also imperative so that you do not waste your budget serving ads to people who simply don't care (Google makes it very easy for people to do this). It appears that Google has updated the Audience Targeting for CZcams ads, which is making my job much harder. I do not see an option to leverage combined segments (ANDs). Are you seeing that as well?
I also am having a hard time understanding demo and behavioral targeting. I want the user to match both say A25-65+ AND Houses (For Sale) behavioral segment AND searches for a specific keyword. I believe if I set this up google will do an OR of those instead of AND, which makes the targeting much less exact...is something like this even possible in Google Ads?

Can I upload a customer list of sheds to optimize a new ad account and campaign for sauna? they are in the same store. is it's not a good idea? and will just have to burn money to create a new customer list for sauna?

how do you set up audience signals? I created a custom audience and can't figure out how to associate it with a campaign or ad group
Based on your response, you might be looking in the wrong place! Audience signals are only in Performance Max campaigns.
What about the "Audiences" tab above segments in the audience manager? I've watched tons of videos and read everything I've been able to find and no one is specific about how to use audiences built in that tab. One article suggested they were only for display campaigns but I'm not able to add any of these audiences to any campaign, including display. The audience says "eligible for use" but there is no way to apply it to a campaign. I'm very confused!

To an extent. If I create the audience the way you describe in this video I'm not able to add or even see most of the in-market and affinity segments I have added to the audience I created under the audience tab.@@ScottRedgate
