If you visit North Morocco it is better than Marrakech. It is not only a tourist city only foreign investors and hoteliers in Marrakech who promote it as a tourist city. They are food specialists only

They have the right to set the price they want and you have the right to contract or not, quite simply. I sometimes buy a bottle in a grocery store in France for 0.80 cents, but at the airport I buy it for 4 euros. I don't think that's a scam. So the term "scam" is too strong You need to visit the south, the north, the east, the west and deepest Morocco, especially the small villages, to discover the human wealth and Moroccan hospitality. In short, Marrakech is a western city full of tourists and European residents, so high prices are a sign of luxury and not a scam as you say. Have a nice trip
