why is he inspecting an empty beach? if you see behind the actors, the entire beach is completely empty. they have such a huge billion+ population and couldn't find 100 people to fill up the beach.

Nah I think it's actually the opposite. From what I hear finding clean empty beaches in china is borderline impossible around city areas. Like with most CCP propaganda they likely ran all the people off the beach before filming to make it look clean and normal. They always chase away the crowds of actual people when doing any publicity video like this due to immense fear of anyone doing anything not pre scripted. In all the propaganda they always show nice clean secluded tourist spots, when we know in reality it is flooded with people.
