    Aloha! Thank you for your video and update on our cottage food laws here. Question since I can’t get a hold of the health dept… and I can’t seem to find the answer online…
    Cinnamon rolls… are they accepted under CFL? Butter cream cheese frosting with powdered sugar. I see many cottage food vendors selling cupcakes and such with frosting. Do you know if cinnamon rolls are okay, esp if the water activity is low? Mahalo in advance!

      Aloha! Regarding your question about making and selling cinnamon rolls with butter cream cheese frosting under Hawaii's Cottage Food Laws, the main consideration is whether the frosting is classified as non-potentially hazardous.
      Hawaii's Cottage Food Laws permit the sale of non-potentially hazardous foods, which are foods that do not require refrigeration to prevent the growth of harmful bacteria. Unfortunately, most cream cheese frostings are typically considered potentially hazardous because they usually require refrigeration to remain safe. This is especially true if the frosting contains significant amounts of dairy and is not formulated to be shelf-stable​
      In general, while traditional buttercream frostings (without cream cheese) might be permissible, cream cheese-based frostings pose a higher risk and are often excluded from the list of allowed cottage foods unless they are specifically formulated and tested to be shelf-stable.
      Given this, it would be advisable to either:
      Reformulate your butter cream cheese frosting to ensure it meets shelf-stability requirements.
      Use a traditional buttercream frosting instead, which is more likely to be accepted under the regulations.
