Harry Potter is more Portal Fantasy than Urban Fantasy. An Urban environment with a portal to a magical high fantasy setting like the Narnia series.

Oh interesting! I see HP as both, since they do go through the 'portal' at the train station. But in later books, magic and wizards etc are everywhere amongst Muggles in London. :)
