The Umps make the call but the ball attendants are allowed to protect the crowd, any of the ones where they ran out to get them sure its bad, but any ball coming at the crowd without a net to protect them they will not get in trouble for that as you never know if its going to kick up and hit some kid or unaware person. Better safe than sorry, its just a game, you hate to see a very bad injury over a game of baseball. Even on some fields when they sit with a security officer, their job is to protect that officer as they do not usually have their eyes on gameplay and are watching the crowd so they are an unprotected person usually on the crack of the bat.
