Different creators is the answer, some will scale the bosses some others wont, that way those who want scalling will be happy, and some that don't will be too by just seeing the creator that does the thing they want.

They'd be called omens in the lands between because the greater will is being racist and trying to snuff them out.
That's why In the dlc they're called divine, because the tree isn't literally denying you reincarnated because of some horns or feathers or thorns.

They ARE omens tho. They are hornsent (I think that's what omens were originally called, before Marika purged them) It could also explain random Omen children popping up from regular humans, maybe even if just in a very small part Marika and the rest of the lands between denizens share DNA with the hornsent. Maybe the "curse" is just a story told by the Golden Order

On the one hand, it doesn't spark much joy to see a boss made for after you've defeated all the others drive a steamroller through the base game...on the other hand, it's kind of hilarious to watch gods and demigods crushed by two mimes in a blanket. Wish Horah Loux's grabs worked on this thing, but Malenia managing to stand her ground against the DLC really pleases me. Goddess, queen and scourge.
