That is not how kingdoms work. Breaking tradition and protocol is only possible if you have control over all nobles and high ranking people and even then it is a risky move.
What you are refering to is a tyrant who is forcing his will upon everyone.

Depends. A strict monarchy would see the reigning Monarch as The Law. When you hear "Even the king is not above the law!" That implies a constitutional monarchy, where the ruling Monarch has limits and constraints placed on them. ​@Raximus3000

For example, if I was a prince, I can do more than the average citizen, but I am restricted by the current ruler of the kingdom, it would be my father, uncle, cousin, or even my mother (if the circumstances dictate in the events my father died, and need a temporary ruler until I become of age as the next ruler). I may have more authority over most people, but I am still adear to the current ruler of the land.
