His name in this short is Mickey; "Willie" is the name of the boat.
I've always seen everyone talking and showing the scene of Mickey whistling while steering the boat, but no one talks about the part where Mickey plays with a pig's nipples like a instrument!?

definitely I never forget his iconic whistling of Mickey, and watching it when each Disney movie started, made me always want to find this short to watch and I was not disappointed. I had a good laugh when I saw Mickey playing with a pig's nipples like a instrument
Willie is actually the name of the boat, his name is still Mickey in this.
Technically, Walt's first cartoon with Mickey was titled "Plane Crazy" however, Walt had received backlash due to how Mickey was portrayed. I'm not entirely certain if it's in public domain, but I've been hearing that the silent version is.
Then there's Oswald the Lucky Rabbit and Felix the Cat (though Felix is not a Disney Property).

The first two Mickey Mouse cartoons were “Plane Crazy “ and “Gallopin’ Gaucho”, both silent, which Disney financed out of his own pocket. However, no distributor was interested in them. Then Disney decided to take a gamble and produce a “talkie” cartoon, which was “Steamboat Willie”, which Disney directed and Ub Iwerks animated. The animation was done in Hollywood, but the soundtrack had to be recorded in New York City. Disney himself did the vocal effects in this cartoon, what few of them there are.
The music track was composed By Carl Stallings, an old Kansas City associate of Walt’s. Two songs were used: “Steamboat Bill” and “Turkey In The Straw”, which was originally titled “Old Zip Coon”. When Mickey whistles, the lyrics are:

Disney was taking a chance with “Steamboat Willie”, a long shot in fact. He had no distributor lined up to release the cartoon. Production money came out of Walt’s own pocket, $5000, which was not cheap in 1920s dollars. If no distributor was interested in “Steamboat Willie”, Disney would’ve gone bankrupt. Walt managed to talk Universal Pictures, which had distributed his Oswald The Lucky Rabbit cartoons, to run “Steamboat Willie”, in their Broadway show case theatre, The Colony. “Steamboat Willie” was a sensation, and that was the start of Walt Disney becoming a cultural phenomenon even into the 21st Century.
Mickey is a raucous little sinker in this cartoon, isn’t he? Originally, he smoked, drank, had a mean streak, and was often acted raunchy towards Minnie, like in “Plane Crazy”, where he gets a little too handsy and she slaps him. As the Mickey Mouse cartoons grew in popularity, Disney toned Mickey down, made him less rowdy and more likable as a character. There were complaints about Mickey being a roughneck, but the Mouse’s evolution was a natural thing, characters growing as the years go by. The same thing happened to Popeye- From a gruff “I take no crap from anybody” bad tempered dock brawler to a tough, just, kind hearted sailor- Who’d slug you if you asked for it, but didn’t go around looking for fights like he used to.
Check out some of Disney’s Jazz Age contemporaries that made animated cartoons- Pat “Felix The Cat” Sullivan, Paul “Aesop’s Fables” Terry (And Terry was releasing one
Aesop’s Fable cartoon a week for most of the 1920s), and Max and Dave “Out Of The Inkwell” Fleischer. Their cartoons were a sophisticated mix of live action and animation, and I think that you’ll find them amazing and in some cases a little disturbing, like “Ko-Ko’s Earth Control”.

Only the versions of Mickey and Minnie in "Steamboat Willie" and "Plane Crazy"(Silent Version) are now public domain.
This means depictions have to be legally mute. As Mickey's first lines in "The Karnival Kid"(1929) are still under copyright until January 1st, 2025.

The first animated film with synchronized sound. Apparently only the year before synchronized sound was used in a feature length film for the first time. This is really a piece of cinema history. It was nine years before Disney would go on to produce the first feature length animated film in Snow White & The Seven Dwarves.

The funny thing is that I remember seeing an interview with Walt where he said that this was made before they could dub audio, so they made the sound by straight playing the film reel of complete animation and recording the instruments over it. If one mistake happened, then the whole picture was ruined, and they would have to start over! That sounds like it would be someone's personal hell
I actually realized Steamboat Bill Jr. was also released in 1928. That's a movie starring Buster Keaton and I'm at least 90% sure the title Steamboat Willie is titled that because of that movie

It's a brick of chewing tobacco. The little star on it is a tin trademark tag, and every company had its own unique tin tag for its brand of chewing tobacco. Kids used to collect those tags like they used to collect cigar bands.

That's a fairly recent development (and logos/trademark rights don't expire as long as they're still actively in use).

I dont get why everyone has to backlash about Mickey using animals as musical instruments, its a cartoon people! Calm the heck down people, no animals were harmed during the making of this cartoon. No animals were really hurt. Its a cartoon. Get over it!
Modern culture is ... much more sensitive to matters like animal abuse (racism, mental health, etc). Cartoon or otherwise. Sometimes oversensitive, admittedly, but still.

To me you have to have seen Steamboat Willy or you are not an earthling. Disneyfan or not. But I remember first time seeing it back in the day along side Disney afternoon in the 90´s. Usually they showed the colored shorts but sometimes the black and white and some that had been colored later. Suprisingly it was censored, Mickey playing on the Pig Moms nipples I have never seen. So intresting. But man I understand people thinking Mickey is an A-hole for how he treats this animals. Now it was just silly cartoon fun. The thought of kids seeing and emulating this did´t even occur to them and sort of Mickey gets a punishment but that was properly becuse he was slacking and having fun with thier delivery. Peter is a harsh but fair boss.
