Mine has no cartridge just the filter itself and there is a cold flow of air coming from that area. Is it because there’s no cartridge?
Yeah, you need the filter, and cartridge really.
The plastic cover makes sure that the filter won't fall out, and stops leaves and shit falling into the footwell.

What if the tabs gets to the floor is that normal? Can't attach again the filter holder

Most cars have the pollen filter in the same location (passenger side)

Mk1 Fabia.
They're all pretty much the same.
My 2007 Octavia is similar.
