In nepal, there have been tempos that are like rickshaw but electric. They have existed for more than 60 years in nepal.

Africa won't be easy at 10000 euro - 16 seater minibuses (Toyota Hiace mostly) are imported used from Japan for half that. For tourist sightseeing yeah but most African tourism is about game reserves - African cities are generally not good sightseeing places because of their poor state.
