It’s weird. When i played story mode and did some random shit and leave a car on the road there is always a NPC coming after a while who steals it. For busses i experienced it that there always spawns a NPC in the driver seat when you leave the bus alone for a while

The car is driven by the AI in the vehicle, not the NPC riding in it.
This is why I never want anyone to rush a Rockstar game. Let them develop like fine wine then release it and it out performs current games on ai and the details

On a side note, idk about WD: Legion but I know in WD2, random things will happen, like I witnessed an npc angry over getting fired over the phone and he picked up a bat off of the sidewalk and started beating the bosses car😂
There is another detail I just noticed right now while playing. In Watch Dogs Legion, if you stay in your car and block the road, someone will get mad, pull you out, and push you off the road. Then they might start insulting you or telling you; "What's your problem" or "Get your head out of your ass", etc... lol
Also, deflated tires will eventually wear off and tear themselves apart if you keep driving on them until there's just the rim(s) left, and trust me, you will have a rough time driving with that compared to Grand Theft Auto V. On top of that, if you continue to drive like this, the vehicle will eventually catch on fire due to the friction and damage against the road. That is so well detailed!

It's always been apparent that Ubisoft values quantity over quality. But you have to admit, they do a pretty good job considering how fast they crank some games out. We'll have 5-10 Ubisoft games between each release of a single Rockstar game. I see that as something to pass the time and wait.

The water looks so realistic and so satisfying in Watch Dogs. Kudos to the team. Overall looks really good. Still can’t get the attention to detail that Rockstar managed though.

The random dude who hopped in the bus was definitely my uncle Bill. Comes running to the rescue even tho nobody called him, then proceeds to crash the bus down some steps.
I notice that when you block road by a bus in WD legion, self driving car will lost patience and try to move by crashing straight, but the one that has a driver (ambulance) will try to find another road (often through the sidewalks)

I tried this today myself and if buses are left idle in watch dogs legion they automatically get out of the way with their ai self driving software so yea he skipped that part too and the ai driven cars move around the bus and sometimes even head straight into it but they 'doç get past it.
Conclusion : Watch Dogs is also a good game

One thing to note in Legion is if your character is a Albion officer npcs will surrender if you aim your gun at them
Npcs will also taunt you if wearing a Albion uniform in public
The fact that one game is 7 years older than the other and yet has better AI really says something.
Conclusion: GTA V is still better than most of the game even after 7 years

In Legion, the reason the cops immediately started attacking you when you got on top of their car is because you committed a crime and were already a “suspect,” as the yelled at you. Normally, they honk their vehicle and get out eventually, but you did not mention this or care to add i in.
And gta you can see he used a mod or sum because in regular gta you can’t crouch like that and cops will beep and back up and stay stop and 3 seconds after that they will try to arrest you

And the content updates they have been putting out are horrendously bad (excluding the newest update since it's not that bad). Every update up until now since gunrunning has been trash. 1) The tire pops out entirely after a while in Legion and it too makes sparkles.
2) Most of cars in WD Legion are autonomous and according to the game lore, they suck.
3) You didn't climb a police car. It's Albion which is a private army oppressing London. So it kinda makes sense they immediately start hitting you
