We can't legislate our way *around* the elephant in the room, we're going to have to address it. This law has less to do with pedestrian safety and more to do with the lag in police reform around pretextual stops. In my City, the police department denied my public records request for information regarding what number of their many targeted 'jaywalking' sweeps resulted in other charges unrelated to jaywalking citations. These sweeps were concentrated around apartment complexes and light rail stations, areas where you are likely to find our lower-income minority residents.
I hear like a thousand things! Make it simple, is Jay Walking legal or not?! Yes or NO ???!!
In California it is technically still illegal, but because there is a law now that you can't get cited unless you jaywalk in an unsafe way, it is de facto legal (if done safely).
