Use PTA against champs like Kayle/Yone etc, feels much better even in relatively high ish elo like dia. Even Potent as a challenger loves using the PTA this season for burst dmg in lane.

If I have to base early on the first or second recall and can't afford a good component, then I'll get the cull

Won't impact the guide but it will be a pretty big nerf if its not only the slow but also the cripple (atk speed reduction)
