The plant he used is called Satsop (according to the sign), and it was never actually used by the government. It was built in the 70's/80's but was never implemented; thus safe to venture into and fly a drone over. (It is in Washington btw)

Its obviously an unused, never ended building power plant.Those big ass cones are just cooling, not actual reactors. There are heatpipes from the actual reactor to the cones, that are resevoirs for cooling
