So you can't ride on a permit? In NC you can, the endorsement just allows you to ride a passenger, permit you can't
In most states, the permit allows you to ride with another endorsed rider during the day. You can't ride by yourself until you're fully endorsed.

No it was not an unlawful stop, you normal can not ride an ATV on the road if it is not registered to be on the road.. the officer was doing his job and checking..
It was legal and the guy had a license..
