sir, i have a little confusion about how can we determine exactly whether a two allophones are occuring in a different enviroments or not . Is it something that has to do with the position of the sound (initial,medial,final)?
You just have to observe carefully.
In 26:30 I think the same phoneme is /s/ not /t/, since you said that the phoneme /s/is predictable but /t/ is not .
The predictable sounds is not a phoneme rather an allophone. The elsewhere is the phoneme always.

I'm afraid the examples in the English exercise are not accurately transcribed. Hoot, meet, teeth and flew have long vowels, whereas pad and roam have short vowels instead of long ones.
