I built up 1300+ levels of wheat farms as Qing and still couldn't bring the cost of wine down, then I found out that 60% of the demand was coming from Germany and France importing it while I had protectionism.

on large advanced late game nations, its always impossible to get enough wine... and if you build wayyy too many wheat farms, then your farms arent profitable.... so it would definitely be nice to have a wine belgium to just fill that good so i dont have to worry about it.

@@jaythepotato they 100 percent need to add production methods which allow you to produce like just wine. or produce just porcelain, or just luxury clothing.
it wouldnt be a problem if you could manage to sell the massive surplus you have to get to make the right ammount of clothing, but the AI doesnt usually have the capacity to take all those goods, either that or they planned their economy properly and dont need those goods.

Use tea and coffee (luxury drinks) to decrease the demand for wine. As long as the price is cheaper pops will buy those instead which should decrease wine demand slightly (of course if they have an obsession with wine they are going to buy it regardless).
Luckily it isn't the end of the world if things like luxury goods are expensive (they don't cause input/production shortages) you can just raise SOL by making other things cheaper instead.
Whatever building you expand only additional cost are payed via infrastructure. So if you have population for only 1 wheat farm and you build 51 then it is more effective than the 1 farm even though there is 1/51 workforce because you will get 51 throughput. If nobody works in your farm it means your industry pays better and people prefer work there. I always max out my agriculture (single crop per state to maximise throughput) and resource industry, even though they are not able to fully employ. Then I only care not to overbuild factories, so the cost of subsidising railways won't bankrupt me. So the only reason not to build agriculture and resource to the absolute maximum is when you have 51 level of that building and no hope to ever employ over the 51 level (throughput is capped at 50% so after you build 51 level of any building you won't get more throughput bonus, in the early game throughput is capped at 20, then 30 to end at 50)., because it will just generate cost in terms of infrastructure.

Not, it was because the market capital was in London, so you did not export wine directly to France, but you have to export that wine from London to Paris. If you joined French or German custom union, then you would not use convoys to export to countries you border (if you are not continuous then only the part where your market capital is counts as convoy free border).

I only find it weird that "Wheat" is somehow needed for wine. Do Grapes not exist in vic3 ?
hmm? It is not needed... it is being produced by the same building called "wheat farms" and it reduces how much wheat you produce and gives you wine instead. Like using some of your land to produce grapes instead of grain. (The production method reduces the wheat output as it changes from single crop to vineyard. So instead of even more wheat you get less wheat but wine)
