Ingredients:
For the chocolate cake base:
1 large egg at room temperature
1/4 cup (45g) Brown or white sugar
1/4 cup (55g) Vegetable oil
1/4 cup (30g) All-purpose flour
2 Tbsp (12g) Unsweetened cocoa powder
1/4 tsp Baking powder
A pinch of salt
For the chocolate mousse:
2/3 cup (200g) Sweetened condensed milk
1/4 cup (22g) Unsweetened cocoa powder
3 Tbsp (45g) Water
2 tsp (7g) Powdered gelatin (unflavored)
1 cup (240g) Heavy cream (cold)
For the chocolate topping:
240g (about 1 1/2 cups) Semi-sweet chocolate
1/2 cup (113g) Unsalted butter at room temperature

This is brilliant. Thank you so much. You took 3 basic dessert items anyone can make and reconfigured them to create a new dessert that looks like a high end restaurant or boulangerie. When making the mousse, you might want to switch the whip cream part to before mixing the gelatin into the chocolate and condensed milk. The gelatin ended up setting and solidifying the chocolate, so the mouse didn't mix very well.

There's got to be a better way to coat them in the chocolate. Dipping?
The mousses need to be firm, and for that, they need to be refrigerated. If you dip them in melted chocolate, the chocolate will start to thicken, and you won't be able to coat them properly.
