What Must India Do To Prevent An Economic Catastrophe? Raghuram Rajan Provides Some Solutions

  • “I’m very worried about the extent of the catastrophe we’re facing … the government must consult opposition talent … it can’t all be done by PMO … we must pull out all stops … if more is not done, the economy will be a shadow of it’s former self”, said former Reserve Bank of India governor Raghuram Rajan in an interview to The Wire.
    In candid and outspoken remarks, Rajan, who is also a former chief economic advisor to the government of India and former chief economist of the IMF, said the threat to India's economic prospects was such that the government must consult the best talent in the country and not worry about who is across the political aisle. He said the situation could get very ugly and it cannot all be handled by the PMO.
    Rajan told The Wire the challenge was not just to repair the damage done by the coronavirus and the lockdown but the preceding 3-4 years of economic drift. Asked if a government that was responsible for the drift and doesn’t even accept the economy had been drifting could be the one to battle it, the former RBI governor said there was a lot of capable talent in the country and the government should call on it. Dr. Rajan said this included former BJP finance ministers, although he did not take Yashwant Sinha’s name. Asked if he was referring to both Sinha and P. Chidambaram Dr. Rajan did not demur but said the government should not worry about political differences at a time like this.
    Rajan said the task of recovery involved reviving the construction sector and pushing forcefully ahead with infrastructure development. He said the challenge of recovery was as important as the fight against the virus and the strategy to emerge out of the lockdown.
    In a 45 minute interview to The Wire - the first he has given since details of the government’s Rs 20.9 lakh crore survival package were made public by the finance minister - Rajan was asked if the government’s package was an impressive or inadequate response to the economic challenge facing the country. He said almost any response is inadequate, particularly so in India’s case. He added the government must pull out all the stops.
    Asked what would be the state of the economy a year from now if the government did not announce further measures, Rajan said it would be heavily constrained. He pointedly added it would be a shadow of its former self.

      OXYMORONISH !!!! I have really great respect for Rajan, but i found some of his critique on some issues is unwarranted and sounds like oxymoronish. For instance he roots for reforms in factor markets , but criticizes government when government actually does it after decades. whom will you consult when the workers have totally vested interests and think this is a zero sum game? Also this 3 year temporary is a very sensible way to do it as it can iron out implementation issues and provide ground for permanent reforms as workers can loose the fear that these reforms wont hurt them as much they fear and will have net positive impact.
      Also he says centre should nudge states for reforms but when centre does that , he criticizes it as "micro management" and is against federalism. how can it be effective nudging if they don't have any immediate stake or if they don't have anything to loose (like debt ceiling here) .
      Finally Rajan, you are a star for our country, so I only hope that u remain objective and unbiased in your critique . your stance here is inconsistent. hope you dont duck yourself in a corner and become agenda driven.

    Remember the picture? The name of the picture was "The vulture & the little girl.
    In the picture, a vulture is waiting for the death of a hungry little girl.
    Kevin Carter, a South African photojournalist, captured the March 1993 famine in Sudan. He was awarded the "Pulitzer Prize" for the film. But Carter committed suicide at the age of 33, despite receiving so much respect.
    But what was the reason for suicide...???
    In fact, when he was busy celebrating such a great honor at the time, the news of his receiving the award was being shown on various TV channels, at that time someone asked in a phone interview what happened to the girl in the end?
    Carter replied that he could not say because he was in a hurry to catch his flight.
    "How many vultures were there?" He asked again.
    "I think there was one," Carter said.
    The man on the other end of the phone said, "I'm saying there were two vultures that day, one of them with a camera."
    Realising the significance of these words, Carter became upset and eventually committed suicide.
    It should be humane to get anything in any situation. Carter would be alive today if he had taken the starving baby to the United Mission's feeding center, which was only 1/2 mile away, where the baby might have been trying to reach.
    Today, 26 years later, the vultures are still returning home from all over India with cameras in their hands, busy taking pictures of workers walking thousands of Kilometres. There is no holding even after seeing the children.
    These vultures are more concerned with gathering news, with increasing channel TRP, than with worrying about workers' deaths. They are busy collecting breaking news by pouring spices on the bodies of dead workers and children.
    Kevin Carter had self-esteem, so he committed suicide. But the vultures named after this journalist are busy making breaking news with dignity.

    leave an email address for people to write to you. Give a timeline before which people should have asked their questions and suggestions. Take your time to segregate the questions and suggestions under categories of economics, humanitarian, medical ect. downsize the questions to about 60 questions 20 questions under each category. decide on a date of the interview and shoot. Let us all together use this opportunity to change the way India functions for good. Let the citizens of India decide who holds what portfolio under what ministry. We have been the forgiving and the forgetting lot for the longest time-- enough is enough.
    Let DEMOCRACY SHOW ITS MIGHT. We might never get another opportunity to do so.

    why India's Surplus "Current Account Balance" does not show positive impact
    on economy? (4):- By completely ignoring
    Revenue Deficit, and only focusing on containing Fiscal Deficit, the government
    has ensured that the FRBM Act (Fiscal Responsibility and Budget Management Act)
    now hurts growth - which is exactly opposite of what fiscal consolidation was
    supposed to do.

    Mr Thapar I would earnestly request you to have an interview on the current health of the banks in India. almost the entire middle class and senior citizen population of India relies on banks and bank deposits. sometimes the interest form bank deposits is the only "dignified" income they have especially widows and single elderly people. How safe is the money these people entrust with the banks ? the lowering interest rates is already a point of concern but that is still tolerated as long as their principle is safe. Is the principle really safe ? what do economists think of the "near future" of the banking system ? are we looking at times where its better to keep all the cash under the pillow ?
    A lot of middle class and upper middle class population which is probably 50 % of India's population would want to know about it. Will highly appreciate an interaction with whoever you think is the "genius" of this industry .

      If it is a debate, they will bring in their expert economist Sambit Patra and everybody else will loose. It is the culture of debate on news media led to this mess. We the gullible middleclass were watching in awe the debates where every opponent was decimated and a hollow around Modi was created.
      We were led to believe he was the next avtar and reached this stage. The govt. does not have the capability or intent, do not value wise counsel and considers simple market tricks will keep them elections and for them there is nothing beyond that. Economy, condition of citizens, are all secondary to them.

      @@suriyakumar925 the culture of debate was never of the right kind. if we have idiots like Arnab goswami leading a debate where no one but only him talks there will be no conclusion. Sambit Patra is no genius. We the middle class have been taken too much for granted and thats why its important that we demand answers. conclusions and rectifications. We listened to what they had to say . we accepted what they threw at us but it should be the other way round. They should be listening to us and giving us what WE want. We elected them to SERVE us not RULE us. In the USA Trump is grilled every single day about his inactions on unemployment, covid deaths, economy ect. here nobody questions directly to the PM or the FM. Modi is comfortable giving his scripted speeches behind closed doors. let him face the questions directly without a script. if he knows what he is doing it should not be difficult to give answers. its time to put our foot down.

    Regarding reform labour laws one should understand the problem of Building contractors who have no consistent income through contecs and always live in stress to loose contract or loose menpower when they need .
    Unnecessory compliance’s of labour laws are neither in Beni fit of labour nor in interest of contractors
    Only insurence policy and market rate wages with heir and fire rule for labour’s against demand and supply

    Modi govt dispensed with well known economists who have known world over as they have specialised skills in different fields who could contribute a lot in this difficult times this is certainly mismanagement and failure of the govt . Very good interview with Dr Rajan.
