India gained control of Siachen only in 1984: Operation Meghdoot: en.wikipedia.org/wiki/Operation_Meghdoot
It was not contested in the 1965 war and even before that, Siachen was barren and uninhabited and part of the former Princely State of Jammu and Kashmir

Britain and the U.S. were already suspecting that Pakistan might use the advanced weapons in a war with India. The 1959 treaty was faulty since it had the provision “to take appropriate action, including the use of armed forces" in order to assist Pakistan at its request”.
