A civil war prevented Pakistan from fighting in 71. It was the fault of the West Pakistan political and military establishment. Yahya Khan committed genocide against the East Pakistani Bengali population which lead to the creation of Bangladesh. If they had been given their rights, there wouldn't have been a war.
