In South Korea, the DPRK is called 북한 bukhan, which means "North Korea"

I think you have a wrong idea about the relationship between leadership and people. It is not a confrontation between the government and the people, as in Western countries, but a unity. I believe the DPRK was forcefully dealt a poor hand, and they've made the best with what they were given.
